chore: refine Changelog Generation and Filtering

- Remove project_name from .goreleaser.yaml
- Change changelog generation from git to GitHub API
- Add changelog groups for refactors, build process updates, and documentation updates
- Remove changelog filters that exclude commits with messages matching certain patterns (e.g., "docs", "CICD", "typo")
