Possible issue suspending pages with a URL fragment

This is happening again with 8.1, except this time the page that gets stuck isn't white but this:

Another example: chrome-extension://noogafoofpebimajpfpamcfhoaifemoa/suspended.html#ttl=Analytics%20Reports%20-%20PubGuru&pos=0&uri=https://app.pubguru.com/reports/analytics-reports/#menu

And another: chrome-extension://noogafoofpebimajpfpamcfhoaifemoa/suspended.html#ttl=Reports%20%E2%80%93%20Google%20AdSense&pos=0&uri=https://adsense.google.com/adsense/u/0/pub-XXXXXXXXXXXXXXX/reporting/?rt=q&uim=d&ag=date&dd&ss&oc=date&oo=descending&gm=earningsXclicksXqueries&co=o&drh=false&ct=td&oet&ert&se&tz=a&d=thismonth

If I click on Update extension now, the url changes to chrome-extension://noogafoofpebimajpfpamcfhoaifemoa/suspended.html# and nothing happens.

Ran a bunch of tests today, and so far I'm not seeing any issues with these types of URLs.
My initial theory of url fragment issues seems fine, so I'll keep looking...
