design: add rain streaks to logo

6 vertical streaks flanking the lightning/DAG on each side — alternating
opacity (0.60 / 0.45 / 0.60) for depth. Same steel-blue as the DAG edges.
Applied to all 4 variants (light/dark lockup + icon).
