edit-git-bash.exe is unsigned

During the upgrade to Git 2.49, I got an alert from Windows Defender that it blocked edit-git-bash.exe. The exact policies that led to this alert are unknown to me (corporate laptop), but the root cause seems to be that edit-git-bash.exe is the only executable inside the C:\Program Files\Git\mingw64\share\git folder that is unsigned. Is that on purpose or an oversight?

That's just an oversight: There is a Makefile rule to build it next to the Makefile rule to sign the executables in mingw-w64-git, but when I added the former in git-for-windows/MINGW-packages@e37eee3, I forgot to add that executable to the latter.

@mbs-c how about giving it a try? This could be your first Git for Windows contribution!

Seems simple enough - I have opened a PR. Since I probably do not have the correct signing setup to test locally, the change is untested and will hopefully be adequately tested by the CI.
