Install includes stale Git Credential Manager

The current state of the authentication manager included in installs (GCM) is questionable.

The project is seems to have no active maintainers:

• issues and PRs are riddled with spam
• pending bugfixes do not get applied
  • generic OAuth state update: fix(generic): save new refresh_token value git-ecosystem/git-credential-manager#1838
  • credential verify for Bitbucket: fix(bitbucket): detect expired OAuth credentials git-ecosystem/git-credential-manager#1812
• even previous maintainers seem also to be in the dark regarding its current status

Are there a plans to get in contact with upstream (again)?

Or would (at this point) a fork within the git-for-windows Org be a feasible solution to regain some control over (likely at one point in time critical) fixes and/or extensions, similar to MINGW-packages and 7-zip?
