The shared Claude Code and Copilot plugin manifest passes claude plugin validate --strict. Its pinned uvx MCP command completed a real initialization and discovered all 16 Talamus tools. The README discloses the first-run package download, local data boundary, and consent requirements; the plugin does not install a capture hook or initialize a brain by itself.
