Add hint for Enforcement status for Ruleset

What part(s) of the article would you like to see updated?

Point 4 onwards explains how to create a ruleset. Unfortunately, it is not pointed out that the enforcement status must be set to Active for the ruleset to be applied. I would therefore suggest adding this note here: https://github.com/github/docs/blob/main/data/reusables/repositories/repo-new-ruleset.md?plain=1

This would help to ensure that the ruleset is taken into account immediately.
