Creation of pages site does NOT create _config.yml

What article on docs.github.com is affected?

Quickstart guide implies that a new pages site includes _config.yml (it probably used to) and it does not. I'm creating this issue because I have a PR to fix it. I just walked through these steps myself to create, welp, my first pages site.

What part(s) of the article would you like to see updated?

The steps to update _config.yml which should be CREATE _config.yml
