NE flag in apache2 vhosts rewrite rule blocks opening whitespaced filenames

@winniehell you reenabled the NE flags in apache2 configs recently but with that config we had problems opening whitespaces filenames. Apache returned 400.
You added them here: fbd343f
can you tell me why?
I removed it like @TheZenti did here: 16bb99d

and now i can open them again + everything else seem to work just fine too. Can you explain to me why you readded the NE flag when it makes more trouble to me, than it solves?!
