streamline restart flow in VS Code Desktop on configuring Setting Sync

Right now we are asking a user to quit VS Code completely and expect them to find a browser page and reconnect from it. Instead we could show a browser page which explain what is happening and allow a user to get back. After showing such page we can quit VS Code programmatically. [1] See internal discussion. [2]
