Make it possible to disable settings sync in vscode web

Right now is not possible to disable settings sync in vscode web, there's a TODO for that in out fork that we need to implement

That would bery very useful indeed.

I have a use case where I want to install a debug build of an extension automatically on GitPod, but then have to uninstall the related extensions that might conflict with it and which are there for me in the workspace as I installed them manually in GitPod before (so they are synced across all workspaces - which is awesome!). When I do that with code --uninstall-extension that is unfortunately synced across all my workspaces 😢 So being able to disable this via a command would be very handy.
