Remove Tessl Tile Publish functionality from CI pipeline

Summary

Remove the workflow that publishes tiles to the Tessl registry. This feature is no longer needed or used.

Motivation

The Tessl integration was added in v1.21.0 but is no longer actively maintained or used. Removing this workflow will:

• Simplify CI pipeline maintenance
• Remove dependency on external Tessl service
• Eliminate secret requirement

• Remove from repository secrets (if present)
• Update documentation referencing Tessl integration (if any)
