when i try to run the install nothing happens do i try run it from cmd or python.
do i need to do anyhing percific when i do the install r

I am not the author, so I may be wrong, but I think that its mostly documented for people who know how to use Python already. The basic idea of it is you need to create a virtual environment to run the commands in. You need Python 3 installed.

python3 -m venv _env    # Make a directory called _env that has a virtualenv in it

Then you can use programs inside the env to run the commands:

env/bin/pip install -r requirements.txt
env/bin/python blcrypt.py decrypt    # Your command syntax here

If you're on Windows, I think the bin directory is called Scripts there.
