Redirect main monitoring page to something significant

At the k8s factory call Brian Bockelman suggested to point the main http web page to something different than "Testing 123".. For example opening http://gfactory-itb-1.osg-htc.org should redirect to http://gfactory-itb-1.osg-htc.org/factory/monitor/ instead
