StatusBarService: Add status bar light foreground API

For Android only: the status bar icons can be light or dark, but there is no automatic control of which appearance should be used based on the background color of the application, which after the Edge-to-Edge changes (Android 15+) is rendered underneath the system bars.
This API will allow developers to set such appearance programmatically.
