Description

This task concerns creating a unit testing framework for verifying out the functionality attached to the LocalApp / Node, where we can specify and control the cluster and events happening in the node cluster, ex. like the full flow for current Endblocker logic.

We can have an analog canary system inside a GH workflow (cc @sw360cab), that would verify "golden" flows.
