Add benchmark dashboard link in `gno.land/tools.md`

Description

PR #14 introduces a tooling doc that mentions the engineering section. Currently, the benchmark graph dashboard is down because of an inactive custom runner, but this is just temporarily the case.

Once the dashboard is up and running, the link to the benchmark dashboard should be replaced
