chore: proposals execution problem

Investigate why is time on chain updated only with blocks that have txs in them, and not for empty blocks. This is causing problem where proposal cannot be executed after expiry in case there were no prior txs on chain since proposal creation. This also creates problem where interest is not accrued no matter how much time passed in case there were no txs in between borrow and repay for example.
