I see gdlffdicom-related procedures in pro/dicom
You could indeed make and maintain a submodule 'dicom' and we could just make our pro/dicom directory a link to it.
But I'd rather suggest to fork GDL and submit PRs as usual for other contributors.

We should have kept test_dicom in our continuous integration list, but it would mean that all dicom functions are roughly tested on an example. At the moment this tests only that dicom object is created if I'm not mistaken. (and uses spwan commands that work only on linux/osx)
