What is the time format used? 24 hours or?

Hey all, I can't seem to figure out the time format.. If i wanted to run a cron at 00:01/12:01 neither have worked for me. Also I haven't been able to run at 01:05 which is 01:05am no? If I wanted to sent at 5pm it would be 17:00? or am I lost here?

  _, _ = s.Every(1).MonthLastDay().At("17:00").Tag("foo3").Do(func(){ log.Println("Every month at 5pm / 17:00") })
   _, _ = s.Every(1).MonthLastDay().At("05:00").Tag("foo3").Do(func(){ log.Println("Every month at 5am") })

Another example it just misses que.
s.Every(1).Day().At("01:09").Tag("foo3").Do(func(){ log.Println("Does not run") })

Logs

022/05/12 01:08:59 test
2022/05/12 01:09:00 test
2022/05/12 01:09:01 test
2022/05/12 01:09:02 test
2022/05/12 01:09:03 test
.. No "Does not run" followed for 2 minutes after as well.

I have this task running concurrently to follow logs
