Bump minimum go version to >1.21

Currently we require a minimum Go version of 1.19; which is in debian bookworm. This is starting to limit us since most libraries are now using a minimum go version of 1.21.

In bookworm-backports we have go 1.23.
In trixie onwards we have go 1.24.

We also plan to upgrade the debos container to debian trixie once it is released.

Question for @sjoerdsimons is can we drop the CI testing for debian bookworm OR should we bump the CI to use Go from bookworm-backports since any new version of debos will be added into bookworm-backports anyway in future ?

Not sure it's useful to maintain compatibility with Bookworm since tomorrow it should become the old stable, we won't be able to backport newer releases or else we will have to use backports-sloppy.

Seems I never answerd this; 1.23 is the one in bookworm backports at the moment; I guess for 1.24 it all depends on what benefits it brings. But I think this issues for > 1.21 can be closed now right?

No that just shows the version of the go compiler that was used to create the go.mod file; current debos still correctly builds with golang 1.19
