Webhooks only work for branch filter "*" or "main"

Description

Add a new branch with name "dev", make a comment/push on this branch , add a webhook and put "dev" in a filter editbox, then click on test delivery button, nothing appears in the history, if change the branch filter to "*" or "main" and it will work.

I got this in the logs:
gitea | 2025/04/16 14:26:20 ...s/webhook/webhook.go:158:PrepareWebhook() [I] Branch "main" doesn't match branch filter "dev", skipping

This is only the test delivery problem. It should work for a real webhook. A test added here #34421 .
