Description
- Two organizations, orgA and orgB
- There is a fork of orgA/repo in orgB
- Users Bob and Alice are members (owners) of orgB but not collaborators of orgA/repo (so the "Allow edits from maintainers" doesn't help here)
- Bob creates a PR from orgB/repo to orgA/repo
- Alice is not allowed to edit the title and description of the same PR.
