Feature Request: Expose Git Blame Functionality on Pull Request Files Changed UI

Feature Description

When performing a code review, I find it really helpful to have the "git blame" information. Currently in order to get this information, I need to go the the "view file" menu item and visit a different page. This is fairly disruptive to the reviewing process.

I would love to see a button somewhere in the Pull Request UI under the "files changed" tab, that allows us to toggle on or off the "git blame" UI that exists on the single file view UI.

Seems useful but likely will only work on big screens, so the feature should at least not completely destroy the view on mobile viewports.
