Release actions should cut patch level releases as vendored packages are updated

Looking at the commit history for this repo it is clear that we're using automation to update build dependencies periodically, but haven't cut a new release since October 2024. It would be nice if we were cutting patchlevel releases on a regular cadence to go along with these automated updates.

I can take a poke at updating the github actions, in the mean time.... any chance we can cut a new release?

We're doing rolling master releases, so, not depending on external releases. I can do that any moment.

Yeah it'd be cool if that was happening more regularly, version bumps, changelog update and package artifacts being built and pushed to github, etc

Indeed, but it's toil. It would be nice to have it automated. We would need to switch to other release numerations, like Clickhouse, so, YY.MM.NN and then we can do auto monthly releases.
