[Feature Request] pmtiles provider

Tegola supports a growing range of tile providers, but is missing one that is getting traction in the last couple of years - pmtiles. I would like to tackle the addition of pmtiles, by wrapping my pmtiles reader pmtilr into a provider. It currently supports pmtiles archives on disk, exposed via http or s3 and would fit neatly into the tegola ecosystem.

Yes, this would be an awesome addition! Are you also considering making a writer? That would be a great addition to the "seeding" command.
