[New Plugin] Job Roulette v1.0.0 Testing (#8667)

* Create manifest.toml

Manifest for the JobRoulette plugin

* Images upload

* Update repository URL to include .git extension

* Rename JobRoulette-icon.png to icon.png

* Renaming folder and moving manifest

* Moving icon to JobRoulettePlugin folder

* Update manifest.toml

Expanding changelog to introduce plugin.

* Update manifest.toml for version bump commit

Addressed some of the suggested feedback above. Bumped the version and pointed to the new commit hash.
