Info Cards UI Fix & Enhancement

I visited the website and noticed that the bottom row of cards did not behave as intended. Only when the cursor is coming from above, the highlight animation is executed, otherwise not.

I have implemented a fix which involves the cards popping up on hover and scaling up in size. Also when the cursor is hovered from below the card, it now executes the animation.
