Open VSX Publishing

Looks really handy, but I'd appreciate it if you could look into publishing on Open VSX as well as VSCode Marketplace. It's pretty much just the same thing, but not run by Microsoft, and thus usable in alternative versions of VSCode, such as VSCodium. Regardless, thanks for providing this!

Create a pull request to this repository to have the @open-vsx service account publish the extensions for you.

Look at some of the merged PRs in that repo for examples (e.g., meta.relay).

I created a PR (EclipseFdn/publish-extensions#1163) to the publish-extensions repo but noticed that the Contributing Guidelines (as well as the PR template) expressively encourages maintainers to publish their extensions themselves to Open-VSX and considers the auto-publishing a makeshift solution:

A goal of Open VSX is to have extension maintainers publish their extensions according to the documentation. The first step we recommend is to open an issue with the extension owner. If the extension owner is unresponsive for some time, this repo (publish-extensions) can be used as a temporary workaround to ensure the extension is published to Open VSX.
