Hugo server does not update section pages that are not backed by a file

After create a blog.md file, i set "draft = false" to "draft= true", then it still available on the list of blog.

After restarted the server, 404 page not found error appears when I switch to blog post page.

And then, I removed this blog file, and restart the hugo server. 404 page error still appears

This bug appears on hugo v0.101.

I suspect this is a browser cache issue. Either disable the cache in dev console or run with `hugo server --noHTTPCache``

this issue only appears when your system has only one blog is setting "draft= false", others are setting "draft=true".

you can refer to the following step by step:

1. if you have more than one blog, then changing all of it from "draft = false" to "draft=true"
2. let's see the last one, when you change it to draft=true, it still appears.
3. try to restart your server, then when you redirect to your blog, you will get 404 error. (I also remove cache, and/or try to CTRL + F5, it still appears)
