Deprecate old minifier options svg.decimal, css.decimal, and html.keepconditionalcomments

As options are deprecated in the upstream minifier library, the current pattern is to try to upgrade them for the user. `minifiers/config.go` has code to change the old minifier options into the new ones. At some point, the old options should be deprecated and removed.
