Release a new patch to patch vulnerabilities

The current version of migrate(v4.18.3) contains vulnerabilities found in the Go version used at creation time.

Describe the solution you'd like
The solution is simple, generate a new build based on the new 1.23.10 and 1.24.4 versions of Go. This will fix the issue.

This doesn't have alternatives.

Thanks for reporting. This should be fixed in v4.19.0 (released binaries are built using Go 1.25)
