Support tool handling offload

Currently the tools schema is always served from LightDB State, whereas RPCs are served directly from the device. With frequently offline devices, this may not be the best strategy. Rather, we should support optionally "offloading" tool handling to LightDB State, allowing LLMs to set some state that the device may access at a later time.
