getting the above error even the below files are added into 'src/main/jniLibs/arm64-v8a' for CompiledModel API Kotlin project with Snapdragon 8 gen 3 SOC

root cause of error: thanks for logs I see the error is Dispatch API initialization failure, which is prevented Snapdragon 8 Gen 3 NPU from being engaged.

path mismatch is the critical error -

12:12:26.422 litert E [litert_dispatch.cc:97] No dispatch library found in /data/app/.../lib/arm64

even after the files present at path src/main/jniLibs/arm64-v8a, still litert runtime is looking for the qcomm dispatch steering lib in the native lib directory and failed to find lib or even verify lib name.

i think reason could be one of the following two - 1. litert expecting naming convention like - libLiteRtDispatch_Qualcomm.so, 2. check the chip hexagon arch - libQnnHtpV75Skel.so is correct for yoru chipset - Snapdragon 8 Gen 3 (SM8650). But here is a catch - if LiteRT Compiler Plugin you use is built for different qnn version then it will definitely look for diferent steering library.

I tested with Snapdragon 8 gen 2 (samsung flip 5). The same error for this also
