Missing Windows support

ai-edge-litert cannot be installed on Windows due to the missing of ai-edge-tensorflow package for Windows.
Since this library replaced tflite-runtime and tflite-runtime is no longer maintained and not supported in Python versions above 3.11, a proper Windows support is expected.

Could it because you pulled in ai-edge-torch(or litert-torch) ?

Hi @SMH17, thanks for the issue. ai-edge-litert shouldn't depend on ai-edge-tensorflow. As @snnn noted, are you perhaps using ai-edge-torch instead? Am I missing something? Thanks.

Yes, I confirm the dependency ai-edge-tensorflow is needed by litert-torch actually, the issue should be moved to https://github.com/google-ai-edge/litert-torch.
