UV is unable to install the correct mediapipe version

Exactly the same problem as #6112 just worse now that all of the packages are tagged as cp39 and linux X86. Only if python 3.9 is used with linux x86 will UV not have problem with this new released version of mediapipe.

We understand this is a blocker, Our tem is investigating the build scripts to ensure that future universal and platform-specific wheels are tagged correctly across all supported python versions.
