Adding support for the Groq API

Hello! I'm opening this issue to add support for the Groq API, Groq currently provides inference for most Meta AI models, OpenAI GPT-OSS variations and a few Chinese models.

I've already been through #161 and #169 which are similar issues, let me know if you have any specific instructions, if not I would like for this issue to be assigned to me!

While we're here, I also noticed that the last PyPI release was in August of last year, are there any plans to push a newer release anytime soon?

Sure, feel free to add support for the Groq API! Thank you! You probable saw already, but we have this guide for adding support for new APIs: https://github.com/google-deepmind/concordia/blob/main/concordia/contrib/language_models/README.md

Also, thanks for pointing out that the PyPI release is a bit stale. I'll update it now.
