ES Modules Summer update

We're going to publish a holistic update on where the Chrome loading team and V8 are at with respect to our ES modules story.

This will be a good opportunity for us to highlight some of the takeaways we've previously published in Google docs and will be framed in a way more useful to a web developer audience.

I'll aim to get a PR together for this in the next week or two.
