Default network throttling when chrome devtools open

**What needs to be done?**
Can we get a setting where we can choose to throttle network immediately after chrome starts. Right now, this is impossible, we're forced to manually choose "Network throttling" every time chrome opens.
We need this desperately for automation testing.
