Summary:
It would be advantageous for some web sites to be able to register with the host operating system as file type/MIME type handlers. This would allow them to be opened from OS file managers, and other surfaces, in the context of a particular file.
This feature request does not cover having write access to files - see https://crbug.com/853326. It would be functionally similar to starting the web site, clicking on a file type input on the website, and selecting a file.
