Troubleshooting failing Kokoro CI checks

Describe the Issue
When the Kokoro CI check fails, troubleshooting logs sometimes do not all have the details required to solve the issue. The Kokoro logs include links to Firebase which in turn links to other resources e.g. HTML and XML reports that are not publicly accessible.

Would be great to see if we can improve the developer experience here e.g. by making the Firebase files public for instance the firebase/benchmark/JUnitReport.xml
