That's odd, I haven't seen this yet (but admittedly, I don't test Windows 11 that frequently and it is sort of a moving target).

Can you attach a log? I.e. msiexec /l*v "log.log" /i "bindiff8.msi"

What I can confirm is that bindiff7 was successfully installed on window11. I am currently very busy.
