getop regression in functionality #1907

Description
Describe the bug
getop codebase was accidently rolled back to pre 5.3.3 version. Specifically changes introduced in #1641 are now missing and getop --delay 0 no longer works as intended. The bug was introduced in 5.3.7
To Reproduce
Steps to reproduce the behavior:
- Install GEE 5.3.7
- execute
getop --delay 0
Expected behavior
getop should display status and exit
Desktop
- Server OS: CentOS 7.6
- Version 5.3.7
