How to use RenderPlugin?

In eleventy documentation it states we can use a plugin to include markdown pages:

However, the instructions don't seem to work in this repo. Is eleventy documentation not applicable to this repo?

Or, if this plugin is unavailable, is it possible to embed a markdown post in the index page?
