ComposeKey: uppercase dotted I is missing

The lowercase dotless I is included, but basically useless without having an uppercase dotted I option as well (that can be done with the same combine with dot option). Both are used for typing Turkish.

Note that you can add whatever sequences you want using a file in the XCompose format. They don't have to be built-in.
