[Feature Request] Add support for search params

We would like to be able to filter data by use of search params. This will help in regulating the amount of data ingested by the pipelines especially on servers that have a lot of data.
An example would be to filter data for only a certain location using a meta tag. The url would be `{fhir_base_url}fhir/Patient?_tag=2514c212-7096-4ba4-ae75-b1a1b8c75768`
