Create a simple CLI for pipeline controller

Currently we have a web-based pipeline controller which mostly provides monitoring functionality with some minimal controls like forcing a pipeline run. We should create a command-line interface for it as well such that people don't need a GUI to use the controller. The CLI can use the same API calls, e.g., /run and /status.
