simulator incompatbile with `go mod vendor`

In NixOS we use go mod vendor to vendor go dependencies. However any package that depends on the go-tpm-tools simulator currently can't be packaged. this is because go mod vendor deletes the ms-tpm-20-ref subfolder as it contains no go files and the go files aren't referenced.

This is the same issue as #274

but that was closed without resolution.

If anyone else runs into this on Nixpkgs: I. worked around this by using proxyVendor = true; in buildGoModule which makes nixpkgs use go mod download instead of go mod vendor. Which fixed the issue for me

Ya this is known issue for go mod vendor with cgo golang/go#26366

You can also copy the missing directory to the vendor directory in a build script.
