Add "Custom Range" option to the Counter Track graph Display submenu

When comparing counter tracks between two runs I often want to compare the values with the same range so they match up.

For that I need to specify a custom range in the Display menu, something like this:

That would be a neat idea. Not sure when I'll be able to get to it, but happy to review a PR!
