Change notification for extreme policy violation when setting up RRM module #12245

Bug Description

When the organization/publication has a extreme publication (CONTENT_POLICY_ORGANIZATION_VIOLATION_ACTIVE_IMMEDIATE) when the user sets up Reader Revenue Manager (RRM) currently the Yellow notice appears after setup is completed.

When you navigate away from the dashboard and return later, the red warning appears.

After having a conversation with Mariya, we decided that the banner should be red and Sigal has created a new version of this notification, which can be found here in Figma.

Steps to reproduce

  1. Set up RRM and choose an organization/publication that has an extreme policy violation on it. (Or use the tester plugin)
  2. Click on the Complete setup CTA
  3. You will be redirected back to the dashboard with the yellow notification
  4. Navigate away from the dashboard and you will see the red notification.

Do not alter or remove anything below. The following sections will be managed by moderators only.

Acceptance criteria

  • The Reader Revenue Manager module setup success notification should display the Extreme red policy violation notification. The notice copy, UX, and placement should be according to the Figma design change.
  • Clicking on the CTA should navigate the user to the “Violations” tab in the Publisher Center.
  • Observe that the CTA text should now be "Learn more" rather than "View violations" which is what was appearing on the previous yellow notification.
